TUNING Educational Programmes in Russian HEIs
(Tuning-Russia)

Tuning-Russia started in May 2006.
It is aimed at implementation of the Tuning methodology in Russian HEIs in two subject areas: Mathematics and European Studies.
The one-year project is supposed to act as a pilot one for further deep and broad implementation of Tuning motto using competence-based approach to curricular design in particular universities programmes and national standards developments. 

Project partners and experts
The EU members of the Consortium:

  • University of Groningen (the Netherlands) – the grant holder institution,
  • Deusto University (Bilbao, Spain),
  • Metropolitan University (London, UK),
  • University of Limerick (Ireland).

The first two universities are the two universities jointly coordinating “Tuning Educational Structures in Europe” project.
Metropolitan Unversity of London and the University of Limerick are members of the “Tuning Educational Structures in Europe” project, coordinating European Studies and Mathematics Subject areas groups, respectively.
The members of the Consortium from Russia are:

  • The Ministry of Education and Science of the Russian Federation – on an expert level,
  • National Training Foundation [NTF] (Moscow, Russia),
  • Russian University of Peoples’ Friendship [RUPF] (Moscow, Russia),
  • State University – Higher School of Economics [SU-HSE] (Moscow, Nizhny Novgorod, Perm, Saint Petersburg – Russia),
  • Tomsk State University [TSU] (Tomsk, Russia).

These three leading Russian universities have been actively involved in the Bologna reform process in Russia, they are members of the Bologna working group and have an excellent track record of successful Tempus projects, as well as projects implemented within the framework of the Innovational Project for Development of Education, initiated by the Russian Ministry of Education and Science and the World Bank, and run by the National Training Foundation in 1998-2004. PFUR and SU-HSE have set up the Centers for training universities’ teachers, which will be instrumental in promoting the methodology and disseminating the projects’ results.
Now SU-HSE, RUPF and TSU are implementing Innovational Educational Programmes, financed by the Ministry of Education and Science of the Russian Federation in the framework of the Priority National Education Project “Education”.
The universities have a long experience of cooperation within various projects on national and international level, and together ensure a broad geographical and subject area coverage.
The National Training Foundation is one of the key actors in the filed of educational reforms in Russia. For about ten years NTF has being acting as an operator of the World Bank education loans to Russia. After all these years they have managed to establish the broad HEIs and expert networks covering all Russian territory. In April 2006 NTF was selected operator of the Priority National Education Project on components (1) support to higher educational institutions introducing innovative educational programs and (2) provision of Internet access to all educational institutions of the Russian Federation. Hence, participation of the NTF in Tuning-Russia helps to enhance the dissemination effect of the project significantly.

Project objectives
The overall objective of the proposal is to assist implementation of Bologna objectives in Russian HEIs through promotion of collaboration between the Russian and European universities within Europe-wide project “Tuning educational structures in Europe”.
The specific project objectives are:

  1. Analysis of the methodology and results of the “Tuning educational structures in Europe” project.
  2. Validation of the outcomes of the Tuning pilot project, phases I, II and III. Main stakeholders, in particular academic researchers, professionals, employers, students and graduates, will be asked to endorse Tuning methodology of defining programmes of study on the notions of social needs, available resources, professional and academic profiles and learning outcomes and competences. Validation panels in which the main stakeholders are represented will be set up do this for two of the nine subject areas (Mathematics and European Studies), which have participated in the Tuning project phase I, II and III.
  3. Dissemination of the Tuning methodology developed so far.
  4. Development of the outcomes of the pilot project further for application in development of competences- based curricula in Russian universities. The project will concentrate its efforts on testing different approaches regarding teaching, learning and assessment of generic and subject-specific competences; updating and adapting the Tuning methodology and tools such as general and subject specific reference points and cycles and intermediate level descriptors.
  5. Establishment of a platform for the exchange of HEIs’ experience and knowledge between Russian and European universities, higher education institutions and staff with regard to the implementation of the Bologna process on a Europe-wide level.
  6. Promotion of the European dimension in the curricula of the Russian higher education institutions through developing a model competences- based curricula in European Studies for subsequent dissemination and enhancement of quality of European Studies programmes in Russian universities.

Principal Outcomes

  • The Tuning methodology and tools analyzed and translated into Russian.
  • The Tuning methodology and tools are reflected by the TF members in the subject areas. Key qualifications for two graduate levels are discussed among the TF members and agreed with experts.
  • Basic results of the Tuning III project are accessed and validate by Russian Task Force and experts.
  • Model curricular in the two tested subject areas is designed. A final report on the Tuning methodology approbation and adjustment in two subject areas is prepared.
  • The final report on the Tuning methodology approbation and adjustment is discussed by the project participants.
  • The project web-site is designed. Dissemination materials for information and implementation and the final report are distributed widely.
  • Results of the Tuning methodology approbation and adjustment in two subject areas in Russian higher education HEIs are presented to the Tuning III members and discussed broadly.
